Murwillumbah and the Tweed Valley, NSW
Excavation and earthmoving in Condong
Condong grew up around its sugar mill, opened by CSR in 1880 and run by the NSW Sugar Milling Co-operative since 1978. The village sits on Tweed Valley Way about 4.7 km north-east of Murwillumbah, only about 5 m above sea level. Around the mill and village, Luke's 5.5 t Kubota, ASV posi-track and Fuso tipper suit farm drains and tracks, service trenches and carting.

Jobs Luke takes on in Condong

Trenching and drainage
On farms around Condong, Luke digs drains and lays the culvert and ag drain pipe himself, so low paddocks shed water. For house services in the village, the licensed plumber or electrician lays and connects in a trench Luke has dug, and he backfills.

Driveway repairs
Farm tracks and drives on low ground hold water after rain. Luke cuts in crossfall and table drains and lays any culvert. After that comes fresh gravel, spread with the posi-track, then a hired water truck and Luke's roller.

Soil removal and tipper
Silt from drain cleaning and spoil from trenching head out on the Fuso to lawful tips or approved sites, dockets included. Road base for tracks and yards comes back from the quarry, about 7.5 t a load.

Land clearing
Tweed DCP 2025 lists two Condong fig trees, on Tweed Valley Way's corners with Cane Road and Clothiers Creek Road, on its significant tree register. Other trees and stumps come out at the owner's request, after any approval.

Council's flood chapter groups Condong's urban land with Murwillumbah and Tumbulgum, where flooding is described as low and high hazard flood storage and flood fringe. When the South Murwillumbah levee overtops, NSW SES says water runs through South Murwillumbah and the industrial estates to Condong, which can cause significant flooding and damage to the industrial areas. NSW groundwater mapping notes describe the valley's floodplain soils as estuarine sediments and alluvium.
If your gate opens onto Tweed Valley Way, Luke needs a safe spot off the road for the Fuso to turn in, stand and tip on level, firm ground clear of power lines. On a farm, the useful photos are the gate, the headland or track the machines would use, and the work itself, plus a note on how wet it has been.
Before you dig in Condong
Condong is in the Tweed Shire Council area. These rules are worth checking before the machine is booked. Luke lodges his own Before You Dig enquiry for every job.
| Check | What it means |
|---|---|
| Acid sulfate soils on low ground | Tweed Shire Council says acid sulfate soils are common along the Tweed Coast. Written approval is needed in most cases before they're disturbed, and Council's management plan for minor works can't be used where groundwater is likely to be disturbed or dewatering is likely. Those jobs need a site-specific plan. |
| Bringing in fill | Council says filling land needs development consent in most cases. On flood-prone land, get a Section 10.7 certificate and a Property Flood Report for your lot before any fill is ordered, because flood planning levels change as flood studies are updated. |
| Trees and clearing | On non-rural land, clearing declared vegetation needs Council approval, which is free to lodge. That includes native plants 4 m or taller or 10 cm or more in diameter, any tree 40 cm or more in diameter, preferred koala food trees and threatened species. On rural RU1 and RU2 land, clearing native vegetation may need approval under the Local Land Services Act 2013. |
| Driveways and the road reserve | Any work in the road reserve, including a driveway across the verge or a kerb and gutter change, needs Council consent under section 138 of the Roads Act 1993 before it starts. |
| Near creeks and the estuary | To count as exempt development, earthworks must be at least 40 m from natural water and must not redirect water or carry sediment onto a neighbour's land. Work on waterfront land can also need a controlled activity approval from NSW Water. |
| Fire ants | Parts of the Tweed are in the NSW fire ant biosecurity zone. Earthmoving machinery must be cleaned free of soil before it leaves, and soil, fill and quarry products moved out of the area follow set rules. Zones change, so check the current NSW DPIRD maps. |

Questions about earthworks in Condong
Can Luke clean out an old farm drain near Condong?
Yes. On rural jobs Luke digs out farm drains with the Kubota and lays culvert and ag drain pipe himself. NSW groundwater notes say acid sulfate soils form when marine and estuarine sediments are drained and their pyrite oxidises to sulfuric acid. So tell Luke how deep the drain was and whether you want it deeper, and send a photo along its length.
Does Tweed Shire Council need to approve my earthworks?
It depends on the job. Small earthworks can be exempt development if they meet the NSW standards, such as staying at least 40 m from natural water and not sending water or sediment onto a neighbour. Fill, acid sulfate soils, flood-prone land, trees and work in the road reserve each have their own approvals. Check with Council on 02 6670 2400 before the machine is booked.
